Things that actually reduce crime. Crime is a constant in society, a constant that cannot be decreased by tackling it with force. For instance, broken glass theory discusses how if one window is broken, the whole building will collapse. It does NOT ask who broke the winder, what floor is it on, did they break it from the inside, or out? What tool, if any did they break it with, why did they break it? Now apply this to crime. Why are people committing crime? Where are criminals coming from? Why is that place producing criminals? How can we stop it from producing criminals? More funding would only produce one question: how do we deter crime.
